Palestine and Britain's Mishandling of Mandate

The Brits, led by General Allenby,  occupied Jerusalem in December 1917 during World War I.

After World War I, the Middle East, an Ottoman Empire possession, went to the winners of the war.  Britain was given the mandate for Palestine which was to last for 30 years.  They were to police the land and help the Jews create their Jewish Homeland, as Palestine was to go to the Jews.  Jews  had lost their land, Judea and Israel to the Romans in 70 CE  and had been homeless for 2,000 years.  They had been suffering from anti-Semitism wherever they went, so this had been legally arranged.

The Brits, in order to carry out this mandate, chose High Commissioners to govern Palestine.  They were Chief executive officials.  The first man to be appointed was a Jew, Sir Herbert Samuel (1870-1963) whose time ran from 1920 to 1925.  This appointment evoked great hopes among the Jews, especially as he was known to be a supporter of Zionism.  Samuels was the first Jew to be a member of a British cabinet and did so by 1909.  He had held office in the Liberal government from 1905 to 1916.  After being a High Commisioner in Palestine, he was in the national government from 1931 to 1932.  His memorandum to the Cabinet in 1914 influenced the Balfour Declaration.  He became the leader of the Liberal Party in the House of Commons from 1931 to 1935 and in the House of Lords from 1944 to 1955.

His initial task was complicated by the delay in confirming the Mandate and by Arab violence.  He suspended Jewish immigration, the very thing he was to allow and help to happen.  Why?  Arab violence had started in 1921.  Why did they riot?
                                                                           
One of the first things Samuel did, obviously to get in tight with the Arabs who probably scared him, was to appoint Haj Mohammed Amin el-Husseini (1893-1974) as the Grand Mufi of Jerusalem and if that wasn't enough, also the head of the Supreme Moslem Council in 1921.  Husseini therefore had the title of Sherif of Jerusalem and The Grand Mufti of Jerusalem.  Samuel showed Husseini much benevolence.  Was it because he came from a long standing Jerusalemite Arab family that had traced their genealogy back to the grandson of Mohammad?    Why did he do this when he knew that in 30 years it was all to become a Jewish state?

Husseini was in direct opposition and competition with Emir Feisal, who was THE spokesman for all the Arabs.  He was for the Jews' return and had high hopes that they would be able to improve his people just by living there and showing them more modern ideas and ways.

Feisal had had meetings with Chaim Weizmann (1874 Belarus-1952 Israel).  Chaim had helped the English to win the war with his invention that made ammunition far better than the enemy had, and so was being rewarded for this by being heard.  It was all agreed upon.  All except the stone in the mix; Husseini,  who didn't want to give up his position as a very important man in Jerusalem and was afraid this would happen once more Jews moved there  and become a Jewish city once again.  He instigated riots in 1921.

This may have brought about the White Paper in June 1922. which followed a statement by Winston Churchill who was the present day secretary for the colonies.  It stated that the aim of the Balfour Declaration was to establish a Jewish National Home, but not Jewish domination.  He said that the Jews were there by right and not on sufferance.  It also made Jewish immigration into Palestine dependent on absorptive  capacity.  As a direct result of the White Paper, Transjordan was affected.   It detached Transjordan from Palestine and came as a large disappointment to the Jews.  The Balfour Declaration had included the area of  Transjordan.

The Balfour Declaration was part of the legal complexities that Jews had been wading through in order to be able to go back to their original land of Israel and Judea legally.  It was an official statement issued on November 2, 1917 at the end of World War I by the British secretary, Arthur James BALFOUR.  It had declared that the British government favored the establishment in Palestine of a national home for the Jewish people and would use their best endeavors to facilitate the achievement of this object, it being clearly understood that NOTHING shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country (thinking of the Jews of England who would not like to be rooted up from their homes and shipped off to this home.) such as Samuel.  Actually, this was setting up an unrealistic but idealistic Garden of Eden where Arabs would step aside for returning Jews.

This Declaration came about after LONG negotiations initiated by Chaim Weizmann, Nahum Sokolow and others shortly after the outbreak of World War I, with the support of Herbert Samuel, Chief Rabbi J.H. Hertz, the Haham Moses Gaster, and others.  There was much discussion on the formula of the Declaration and its timing.  Balfour visited the USA in Spring of 1917 and met with President Wilson who supported the efforts of the American Zionists who were headed by Louis Brandeis which expedited the final decision of the British government.

We had Jews at that time who were afraid of it happening and were against the idea.  They were the presidents of the Board of Deputies of British Jews and of the Anglo-Jewish Association.  DL Alexander and CG Montefiore issued a statement that the Zionist aspirations were calculated to endanger the Jewish position in all countries.  All countries meant the Western of USA and England, evidently, for pogroms and anti-Semitism were going great in France and Russia.  All this rebuttal made Britain even more cautious, so they didn't accept the wording from the Zionists that said:
1. To recognize Palestine as "the national home of the Jewish people"
2. For providing a "Jewish National Colonizing Corporation" for the resettlement and economic development of the country.

The Declaration, after having finally been approved by the British cabinet, was sent to Lord Walter Rothchild who was asked to convey it to the Zionist Federation.  It was approved by other Allied governments and incorporated in the Mandate in 1922.

Samuel did a few helpful things such as erecting the structure of the new Palestine, creating a solid governmental machinery and turning a chaotic country into an organized state, good for England but not for the future of the Jews.  The foundations of the Jewish National Home were  firmly laid down during his term of office.

Lord Plumer was the 2nd High Commissioner from 1925 to 1928.  He, on the other hand, refused to restrict Jewish immigration and displayed much administrative energy.  Under his rule, Palestine citizenship provisos were laid down.  A water supply for Jerusalem was installed.  Public works schemes were inaugurated to meet the threat of unemployment.

Sir John Chancellor was the 3rd High Commissioner from 1928 to 1931.  1929 was a year of much rioting and deaths of Jews, instigated again by the Grand Mufti.  Chancellor condemned the 1929 Arab massacres in outspoken terms.  They had happened when he was away on leave, but later was inclined to temporize.

Sir Arthur Wauchope was the 4th High Commissioner from 1931 to 1937.  He was sympathetic to Jewish aspirations while being scrupulously fair to the Arabs.   I note that Nazis were gaining power in Germany at this time, and by 1937, things were terrible for Jews living there.  They were trying to emigrate from Germany and many wanted to come to Palestine and found it difficult to get in there or to the USA.  During Wauchope's period of office, the stream of immigrants rapidly increased, naturally.

This led to Arab restiveness which he tried to pacify by promising a Legislative Council.  He failed to quell the Arab revolt of 1936, again led by the Grand Mufti and this led to the end of his position.  In 1936, Husseini was chairman of the Arab Supreme Council so  had organized the Palestine disturbances for which he was sentenced to exile in 1937.  He fled to Lebanon.

Sir Harold MacMichael (1882-1969)  was the 5th High Commissioner from 1938 to 1944. He was 56 when he took the post.  These were the war years.  He was the man in office during the war who refused to admit Jewish refugees from Europe.  This made him very unpopular with the Jewish population.  He was blamed for sending at least 768 Jewish refugees aboard MV Struma to their deaths. It was an "illegal" immigrant ship which left Romania in 1941 for Palestine and reached Istanbul, Turkey but were turned back.  It was MacMichael who had refused them entry into Palestine. The boat floundered in the Black Sea with the loss of all on board.  Seven unsuccessful attempts, mainly by Lehi (Stern Gang/Stern Group) , were undertaken to assassinate him during his sojourn in Palestine. In the last, both he and his wife narrowly escaped death in an ambush Lehi mounted on 8 August 1944 on the eve of his replacement as High Commissioner.

Viscount Gort was the 6th High Commissioner from 1944 to 1945.  He was sympathetic for the Jews, but was unable to make a fundamental change in the British government's policy.

Sir Alan Cunningham was the 7th and last High Commissioner from 1945 to 1948.  On May 14, he and his soldiers left.  He governed the country throughout the eventful happenings which culminated in the British withdrawal from Palestine.  By 1946, the population of Jerusalem reached 165,000 of whom 100,000 were Jews.  The city expanded and the Hebrew University was erected on Mt. Scopus.  This was a period of Jewish resistance to the  British Mandatory government.  The UN partition resolution of November 29, 1947 provided for the creation of an independent area of Jerusalem under the UN administration.  Arab outbreaks which were exactly like warfare were between the Haganah and the Arabs who had developed into the Arab Legion of Transjordan  seemed to put an end to this international scheme.  During that time, the Jewish quarter in the Old City had to be evacuated and was destroyed.  The rest of Jerusalem fell into Jewish hands.  The Arab Legion was shelling and starving the Jews in trying to get them  to surrender, but that was foiled by the fortitude of the Jews and by the opening of the Burma Road which restored the connection between Jewish Jerusalem and the coast.

Husseini, the Grand Mufti,  participated in Rashid Ali's pro-Axis coup in Iraq during World War II before he went to Europe, where he assisted Hitler and was largely responsible for the liquidation of the Jews in the Moslem areas of Bosnia.  In 1946 he escaped to Egypt.  Now we see Gaza was also affected by him.  After 1948, he set up a Palestine Government in Gaza, but it was short-lived.  Later, he set one up in Cairo, Egypt.  All this power was given to him by Samuel.  Evidently Samuel didn't vet him.

Temple Mount Arabs Bring Hitler Into Egypt's Fight For Leadership

The Temple Mount, an area off limits to Jews by the design of Israel's own government in an act of fairness and sensitivity to their minority Muslim population, was a scene of aggressive anti-Israel rhetoric and hatefulness by Arab Israelis towards their fellow Jewish citizens today.

The Arabs there were getting in on the act of demonstrating for Morsi, the past leader of the Muslim Brotherhood and ousted President by the Egyptian Military who has taken over in an interim position until new elections.  In the poster They are comparing Hitler with the commander in Chief of Egypt's army, Abdel Fattah el-Sisi.  
                                                                       
Do they even realize that it was the Grand Mufti of Jerusalem, Mohammad Amin al Husayni,  who went to Germany to conspire with Hitler against the Jews?  It was the Grand Mufti who had organized rioting and massacres against the Jews in "Palestine" when the British held the mandate.  The Grand Mufti was probably the Granddaddy of the Muslim Brotherhood.  They've pulled out the wrong evil empire representative to compare with Sisi.
                                                                             
King  Abdullah I of Jordan, a distant relative,  had to remove the Grand Mufti from this position and banned him from Jerusalem.  It was Abdullah who was in agreement in Israel's creation, but he had turned against the idea when he saw that Britain had promised the Jews more land than he was led to believe.  Neither the Jews nor Abdullah saw promises from Britain come to fruition.  In the end it was the Jews who accepted the lot while the Arabs did not.

Egypt does not think of the ousting of Morsi as a coup.  As one government employee, Ahmed Ragab,  in Cairo puts it, "If you have roaches in the kitchen that are eating away at your food,, what do you do?  You spray them,"  he said.  "These are not Islamists.  They are terrorists."

The Muslim Brotherhood's charter has as its goal to destroy Israel, so anyone sticking up for the Military on the Temple Mount was taunted by them to be on the side of Jews.  Yet here they all are, freely demonstrating without being carried off to the police station or hit with a baton, right in Israel.  They are not even free to do that in Egypt, and for many reasons.  There it has turned into a war with the Muslim Brotherhood behaving like terrorists and instigating all the fight against the citizens of Egypt along with the military.  The demonstrations in Egypt have turned into savage death events.

Cairo, a city of over 18 million people, has almost 3 times the population of Israel's 7 million.  Egypt has continued to have a peace pact with Israel since Sadat, who came to Israel in a show of sincere peace  and spoke to the Knesset on November 20, 1977.  Egypt's total population is about 91 million people.

"El-Sisi was the youngest member of the Supreme Council of the Armed Forces of Egypt. On 12 August 2012, Egyptian president Mohamed Morsi took a decision to replace Mohamed Hussein Tantawi, the head of the Egyptian Armed Forces, by el-Sisi, and promoted him to the rank of General.   El-Sisi also took the post of Minister  and Military Production in the Qandil Cabinet." 

The Islamists of the Muslim Brotherhood have gone after the Christians, the churches and nuns.  They have torched a Franciscan school, took 3 nuns like they were prisoners of war and paraded them in the streets while they were sexually harassed.  Christians had been all of 10% of Egypt's population before the Muslim Brotherhood came into power with Morsi last year.  The pastor, Boulos Fahmy,  of a Catholic church was interviewed and told the reporter that he was terrified and unable to focus.  His church was just a short distance away from a Franciscan school in Bani Suef.  "I am expecting an attack on my church anytime now," he commented.

When the new President Barack Hussein Obama of the USA went to the Cairo University with his speech in 2009,  the Muslim Brotherhood was still being outlawed, but there they were, listening to him speak.  Khaled Hamza, editor of the Muslim Brotherhood website, confirmed that 10 of their parliamentary bloc had received official invitations to attend the speech.  Conservatives in the US were upset because these Muslims were not known to be the conservatives to appeal to.  However, the comeback was that they had renounced the use of violence in the 70's.  What the Muslim Brotherhood wanted most was to see changes in the US foreign policy.  This seemed to start the future power and comeback of the group, recognition by the American President.

Dumb and Dumber: Mitchell's Same Old Peace Plan

The United States and Europe assume that the Palestinians want peace. Could they possibly be wrong?
The Palestinians were offered their own state in 1948 when Israel was created. They rejected the idea and immediately attacked Israel with five Arab states. Surely they were carrying out the dictive to kill Jews and certainly not to reside next to them. After 60 years of attacking Israel, things have not changed. Their charter has not changed. Their behavior has not changed, except to get worse. They have elected Hamas, under the pressure of the United States to hold elections. Hamas has nothing in its charter to have a state or to live peacefully next to Israel. That tells us a lot about what its people desire.

Fatah is assumed to behave better, only they seem to differ from Hamas only in that they are more secretive in their resistance to Israel. Fatah boasts that their terror cells in Gaza also fired upon Israel just as Hamas fired missiles against Israel. Fatah has terror cells called Aksa Martyrs. They claim that during Operation Cast Lead, their terrorists fired 137 rockets and mortar shells at Israel. This means that Israel was fired on by both groups. Abbas claims that his people did so because they are living under Hamas rule, but from 2000 to June 2007, when Hamas kicked Fatah out of Gaza, most of the weapons smugglings operations in Gaza were done by Fatah, who did the most firing at Israel. Most suicide bombers from Judea and Samaria were members of Fatah. It isn't the moderate group that they claim to be, unless they call this action moderate.

There are those that lay the blame on Israel constantly saying if only this or that was done, they would be nice people. They blame Israel for not being supportive of Arafat and now Abbas! They were the leaders trying to do Israel in and were always attacking, and we should have been more supportive? Perhaps Madeleine Albright, Colin Powell and Condoleezza Rice think that America should have been more supportive of Hitler, then. Shouldn't we now support people who want to kill us? What kind of convoluted thinking is this?

1. They continue: If only Israel had kicked out the Jews of Gaza earlier. Israel removed all the Jews in Gaza and handed the ruins of their villages and farms to Fatah in September 2005.
2. If only Israel had removed its roadblocks and expelled Jews from their homes in Judea and Samaria;
3. If only Israel had prevented all Jewish construction beyond the 1949 armistice lines; Since 2000 Israel has stopped Jewish building in Judea and Samaria.
4. Only Israel is asked or told to give, give, give up land to the Palestinians. The Palestinians are not told to do anything in regards to Israel, like be good neighbors. There are no expectations for them.

Then Arafat and now Abbas would have been more popular and would stop their terrorist forces.
These people receive a salary from the PA which is funded by the US and Israel. So Israel is forced to fund the very people who want to see their total destruction by the forces that be.

Mitchell has been selected again by the Democrats. Again, he'll go for a plan first created by Tom Friedman, then copied by Saudi Arabia, who was praised by Obama by being so brave, the PLO's peace plan. Mitchell told Arafat that the conditions were that he had to make 100% effort to prevent terror. That was funny because it was he who called the shots of terror. Clinton's administration used the old nod-nod-wink-wink attitude of Palestinian terrorism since 1994. They allowed things to happen. Mitchell said that Israel and the Palestinians were equally to blame for the terror of the Palestinians against Israel. I guess that's like blaming a girl for being raped. (If only she had dressed like a boy). Well, today she might not have been safe at that. This meant that Arafat wasn't responsible for anything in Clinton's eyes. He could say that their attacks didn't come from him, that he was doing his 100% good old try at resisting.

I must say that Hillary Clinton has been much more supportive of Israel, and also feels that they have a right to respond when attacked. That is 100% improvement from her husband's attitude. I hope she has some knowledge that she could share with Mitchell and help him to become more understanding or caring about Israel's future.

By the time Bush got in, he didn't go along with Mitchell's plan or Mitchell. After all, he was a Republican and had to get some different players on his team. The scene had shifted to finding Israeli children's body parts on the walls of bombed pizzerias and bar mitzva parties that had to be scraped off in order to bury them. Bush didn't cry "moral equivalence" at this point. Even he could see that Israel was enduring a lot of attacking and was unlike the Palestinians. However, his plan copied the Clinton Plan, formed the Tenet Plan, the Road Map Plan and then the Annapolis Plan, so there wasn't that much difference.

Like the others, Obama sets his table with Palestine's creation as the centerpiece. Everyone is bound and determined to create this 2nd state made up of murderous hearts ready to kill Israelis. How lucky we are! They feel that the only other solution is to absorb Palestinians into Israel, which is an even worse idea.
I say that some of the other 22 Arab states should absorb them, such as Saudi Arabia. They are so helpful and so in need of people. They have a large body of land and very little constituents.

Wouldn't they like these Palestinians living next to them?

Israel has been attacked over and over again by 5 nations at one time, and Israel has won despite the odds. Israel has gone along with having a Palestinian state only to be attacked. The Palestinian people have done nothing to show that they would be good neighbors. They have done just the opposite. It's like having an open mental institution next door with no one controlling the inmates who are killers.

Now the heads of state, Marshall as representative, expect Israel to give again as if we haven't already done so and it never gains us any peace. After doing the same thing over and over and over and over, one would think that this behavior is not getting us anywhere. Repeating an action that gets you nowhere is crazy. I'm not for giving land for peace anymore. How about doing what the USA has done. If you attack us, we take your land. For every bomb shot into Israel, we take 25 KM of land. At that rate, we might take back all of Gaza.

Many Arab states attacked Israel including all the Palestinians. They lost the attack. The land is legitimately part of Israel. Israel does not have to give up land but has done so in the name of peace. Peace has not come. Israel being attacked and not responding is now a thing of the past. Israelis have had enough!
Mitchell made the statement at Tel Aviv U. last month that "the US and Israel must cling to the delusion that Palestinian statehood will bring about a new utopia, for the alternative is unacceptable and should be unthinkable." This indeed is a delusion that should be dropped for sanity's purposes. We must not delude ourselves, but look at the picture sanely. Here is a people who do not want their own state and who probably could not manage it at all given the free reign to do so. They are killers and not lovers of anything, including their own children. They think dying is terrific.

Mitchell is making the same old pitch with nothing new. He's not as creative or fair as Obama makes out to be. When Obama steps up to the plate, G-d help him to be understanding and fair with Israel. Haven't we gone through enough with such dreamers?

Update: 1/30/09 Former Chief of Staff of the Israel Defense Forces and now member of the Likud party, Moshe Yaalon said: "From the dawn of Zionism until this day, the source of all terrorist attacks has been the refusal of the Arab world to recognize Israel's existence. Until this changes, we will remain the target of violent terrorist activity. The '67 borders are not a solution to rocket attacks, suicide bombs or more conventional forms of warfare. The two-state solution has failed and to my mind is now irrelevant. Even before the [war with] Hamas, a two-state solution was a mistaken fantasy—now it's even more irrelevant."
